– North Carolina will have a lottery once Gov. Mike Easley’s signs a bill Wednesday that cleared the Senate because of two absent senators and the lieutenant governor. The Senate voted 25-24 in favor of creating a lottery its supporters hope will generate $400 million annually for college scholarships, and school construction and other education initiatives.
